Job Description: This role is pivotal in growing our Federal Health account and ensuring delivery excellence. It requires a candidate with high business acumen, superior sales and business development skills, strong advocacy skills to drive wins, and a customer relations-oriented perspective. The candidate should also have a technical education or related experience in these fields.
Key Responsibilities:
- Market and P-Win Analysis:
- Work with our market research team to analyze and evaluate new business opportunities using forecasts, recompetes, RFIs, etc. before making bid/no bid decisions with management.
- Develop and maintain a detailed business development strategy and pipeline to ensure continuous opportunities for growth and engagement.
- Relationship Management:
- Build and nurture strong relationships with key stakeholders, decision-makers, and potential partners in the industry to enhance business prospects and collaborative opportunities.
- Represent the company at industry events, conferences, and networking meetings to bolster the company's profile and develop strategic alliances.
- Capture Management and Negotiation:
- Organize and execute significant capture activities, which includes developing value propositions, performing gap analyses, identifying teaming partners, and establishing early win plans/strategies.
- With the help of our program managers, gather and validate customer requirements by presenting capability briefs, creating and executing call plans, and preparing compelling proposals when needed.
- Participate in contract negotiations with potential partners, ensuring that work share and teaming agreements terms are favorable and sustainable for the company.
- Proposal Development:
- Direct the Shipley proposal process, managing timelines and inputs from technical experts, subcontractors, and partners.
- For any prime contracts, oversee the proposal writing process by working with our proposal team to ensure that all proposals are compliant and complete.
Qualifications:
- 5+ years of experience in the Federal marketplace, with a focus on Federal Health agencies such as CDC, FDA, CMS, NIH, and VA.
- 10+ years in the IT or IT sales field, with 5+ years managing cross-disciplinary IT teams on large, complex programs.
- Demonstrated expertise in all business dimensions, including delivery, growth, and operations.
- Proven success in business development, with experience in pipeline development, captures, bids, and proposals.
- Ability to foster existing and form new client and team relationships, with a history of building and leading high-performing teams.
- Track record of delivering challenging projects and leading business development teams in proposal efforts exceeding $20M.
- Skilled in responding to RFPs and RFIs, with significant experience in proposal direction, writing, and reviewing.
Education & Certifications:
- Bachelor's Degree in Business, Information Technology, Computer Science, or a related technical field.
- PMP and Certifications in Agile Project Management or equivalent, such as PMI Agile Certified Practitioner, Certified Scrum Professional.
Additional Skills (Preferred):
- Experience in managing CDC IT projects, programs, or business development efforts.
- Professional certification in capture and proposal management (e.g., CPCM, APMP, or Shipley).
- Familiar with federal government compliance and IT standards such as FAR, FedRAMP, and CMMI.
