About DHIN

The Delaware Health Information Network (DHIN) is the nation’s first statewide health information exchange. Established by statute as a not-for-profit public instrumentality, DHIN’s statutory mission is to facilitate the design and implementation of an integrated, statewide health data system to support the information needs of consumers, health plans, policymakers, providers, purchasers, and researchers to improve the quality and efficiency of health care services in Delaware. DHIN thus serves as an aggregator of health data from disparate sources and provides services to make that data useful in a variety of settings and to a variety of users. DHIN has collected and aggregated clinical data since 2007, and additionally administers Delaware’s All Payer Claims Database, with claims data from 2013 forward. Participation in DHIN by the health care community of Delaware is nearly universal, with expansion beyond state borders now also established.

Position Overview

The Data Engineer will be an integral part of DHIN’s Data Management Team with a significant focus on data quality to ensure the consistent application and documentation of data standards across a wide range of data sources and targets. Specifically, this position will have a role in DHIN’s Data Management domain to monitor and address the quality, accuracy, and consistency of data across various systems and applications. Additionally, the Data Engineer will play a significant role in developing and enforcing Data Governance objectives at DHIN.

Duties and Responsibilities

  • Maintain and optimize databases and data repositories to ensure high performance, availability, and scalability.
  • Maintain and manage comprehensive data catalogs and data dictionaries across multiple data domains.
  • Build and document code sets, crosswalks, and datasets to support standardization and interoperability.
  • Design and develop conceptual, logical, and physical data models to support data initiatives.
  • Develop tools and routines for data validation, transformation, and standardization, especially for incoming and outgoing datasets.
  • Educate internal and external stakeholders on DHIN DQA initiatives and resources.
  • Develop and deliver DQA reports and dashboards for both internal and external stakeholders.
  • Validate incoming data to ensure it aligns with applicable standards.
  • Assist with optimization and ongoing maintenance of data warehouse and database resources.
  • Work closely with vendors to fully utilize available services related to data processing.
  • Assist with the implementation of auditing tools and resources.
  • Functions as a practitioner of continuous service improvement.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in computer science, data engineering, or related field; or the equivalent in training and experience in a technical field such as data analysis, data engineering, computer science, or data science.
  • 3+ years of experience in Information Technology within the healthcare industry or other industries of similar size and complexity.
  • DHIN expects all employees to be certified in ITIL Foundations or commit to becoming certified within the first year of employment. This is a condition of employment.

Skills & Abilities

  • Thorough understanding of database and analytics functionality and ETL tools; deep knowledge of databases and data quality principles, practices, and theories.
  • Demonstrated ability to apply rigorous data quality methodologies while remaining flexible and responsive to changing conditions.
  • Understanding of HIT and Electronic Data Interchange (EDI) standards and formats (HL7, FHIR, X12).
  • Familiarity with medical coding classifications and taxonomies (ICD10, CPT4, LOINC, SNOMED, others).
  • Advanced knowledge of SQL and database optimization.
  • Understanding of DB design and building conceptual, logical, physical models.
  • Basic proficiency of one or more scripting languages (python, R, JavaScript).
  • Understanding of project management concepts and practices. Knowledge of ITIL best practices is a plus.
  • Knowledge of common API protocols, clients, and parsing tools.
  • Demonstrated skill in technical communications to a diverse group of stakeholders.
  • Effective communication skills to negotiate solutions and alternatives.
  • Ability to focus and manage time in a fast-paced and deadline-driven environment
  • Proven understanding of healthcare workflow dynamics and how they relate to successful implementations of healthcare technology.

Work Environment

This position reports to the Director of Data Management and has no direct reports. The timeline of work typically spans days to weeks, but special projects may be assigned with a timeline of 4 to 7 months to completion.

DHIN is headquartered in Dover, DE and provides workspace for employees to work in the office setting. However, most employees are permitted to work remotely but may be required to travel to the DHIN office for specified events. Remote employees (those not living within a reasonable driving distance) should expect to spend at least two weeks per year at DHIN headquarters or alternate location determined by their manager. The timing and agenda will be at the manager’s discretion.

Compensation and Benefits

  • The base salary range for this role is $100,556 to $109,444 depending on experience and credentials. There is potential for an 8% performance incentive annually based on performance against established organizational and personal goals for each fiscal year. If the full incentive is earned, the total salary for this position ranges from $108,600 to $118,200.
  • 22 days of paid time off annually and 13 paid holidays.
