Job Description

The Taxpayer Account Administration division is currently seeking a Tax Administration Manager (TAM) in Tumwater, Washington. This position manages the Reseller Permit Team, which administers Washington’s Reseller Permit program. Reseller Permits allow retailers and wholesalers to purchase items for sale without paying sales tax and allows manufacturers to purchase ingredients or components that are used to create a new article for sale without paying sales tax. This position also manages the Leaded Racing Fuel Tax, the Warehouse Tax Incentive Credit, the Data Center Exemption, and the Tribal Telecom Infrastructure Exemption tax programs to ensure the programs are administered to meet legislative intent. The TAM is the expert on tax administration, excise tax rules and laws, taxpayer rights, adjustment of taxpayer accounts, review of refund requests, agency responsibilities, management principles, and personnel rules. Manages seven to twelve professional level staff on the Reseller Permit Team, as well as the Leaded Racing Fuel, Warehouse Tax Incentive Credit, Data Center Exemption and Tribal Telecom Infrastructure Exemptions tax programs. Ensures consistency in the application of tax administration policies and procedures throughout the division. Develops strategies and tactical plans within the scope of assigned goals and objectives of the division. Utilizes a broad range of advanced managerial knowledge and skills to lead and motivate staff to achieve efficient and effective program administration and for monitoring individual, team and program performance. Applies tactical and strategic thinking when managing programs and keeps senior managers informed when significant issues arise. Provides expert advice to staff on tax administration for assigned tax programs. Advises other divisions on tax administration policies, procedures, and modifications for the mission critical excise tax systems as it relates to assigned programs. Minimum Qualifications: At least 3 years’ experience in tax administration, information technology, project management, program management or legislative implementation. Competencies: Advanced knowledge of policy development, strategic planning, general management principles, organizational development, and supervisory staff management. Ability to employ and act upon tactical and strategic thinking and understand the “big picture” of agency-wide operations and policy. Advanced knowledge of operations management theory and practice and the ability to apply these in the management of workloads at the employee, unit, and section level to provide high quality service to the department’s customers. Working knowledge and experience utilizing project management, demonstrating leadership, and using management principles. Understanding the collective bargaining agreement, personnel rules and regulations including affirmative action, and diversity regulations. Effective oral and written communication skills, and the ability to motivate, coach and mentor employees, assess training needs, and evaluate individual employee performance. Effective team building skills. Working knowledge of agency and division policies, procedures and practices for the recruitment, hiring, promotion and retention of a high quality, diverse workforce. Ability to plan, develop, and deliver professional quality presentations and training. Strong problem-solving skills to research and investigate complex claim and policy issues and be able to effectively present the information along with recommendations to various levels of agency administration, including the Assistant Director of the division or above. Understands the legislative process. This position must assess the impact of potential legislation on the division, agency, and businesses. They must be able to generate estimates of fiscal and resource impacts that such legislation would have on the division if enacted. They must also be able to develop appropriate models to implement new programs. Preferred Qualifications: Bachelor’s degree in Business Administration, Accounting, Public Administration or closely allied field. Preference will be given to candidates with one-year experience as a Department of Revenue Excise Tax Examiner 3 or 4. Education, Experience and Competencies: Understanding of Lean process improvement methods. Understanding of Organizational Change Management. Proven track record in managing human resource issues. Experience leading multidisciplinary teams. A broad knowledge of the Revised Code of Washington including relevant court cases (state and federal). Knowledge of operations management theory and practice and the ability to apply these in the management of workloads at the unit level to provide high quality service to the department’s customers.
